My Practice

As a co-chair of the Wilmer & Lee Government Contracts Practice Group, and the firm’s Litigation Practice Group, Rich Raleigh focuses his practice on litigation with an emphasis on government contracts and complex business litigation, as well as white-collar criminal matters and False Claims Act litigation.

In every matter entrusted to him, Rich's goal is to provide solutions to his client’s complex legal problems in a reasonable period of time.  By returning telephone calls promptly, updating clients regularly, and working harder than others, while displaying courtesy and respect toward clients, opponents, and courts, Rich works hard to achieve this goal.

The U.S. Army trusted Rich to advise generals and other senior commanders in the Balkans in the 1990s. The 17,700 lawyers of Alabama trusted him to represent them, as one of the youngest Alabama State Bar Presidents in history. His clients trust him because he has handled complex cases in multiple venues, ranging from military courts-martial to U.S. Courts of Appeal, across Alabama from Madison County to Mobile County, and in many other states.

Rich represents clients in complex litigation, including government contracts litigation and "bet the company" matters involving trade secrets, non-competition agreements, intellectual property, contracts, and a variety of other subjects. He has also successfully represented clients in appeals before many appellate courts, including the Fifth, Sixth, Eleventh U.S. Circuit Courts of Appeal, the Alabama Supreme Court, and the Florida 1st District Court of Appeal, and in specialty courts like the U.S. Court of Federal Claims.
Civil & Commercial Litigation and Government Contracts

Rich is an accomplished litigator who is very familiar with the process, strategy and custom at the trial and appellate levels.

Rich offers comprehensive legal representation to government contractors of all sizes in Alabama and across the United States.  He guides clients through all aspects of the federal government procurement process, from solicitation to award.  Rich has experience handling bid protests, prime/subcontract litigation, contract claims disputes, regulatory matters, SBA size, and 8(a) issues, and a wide array of other matters routinely faced by government contractors.

Rich represents large national enterprises, small local companies, and individuals on a wide range of issues. He has extensive experience in cases involving post-employment disputes, including covenants not to compete; shareholder and closely-held company litigation; contract disputes; real estate development; accounting and professional malpractice; Certificate of Need (“CON”) applications and litigation; government contracts; and other areas.

Non-Competition Agreements

Rich helps employers draft non-compete agreements that comply with the current law. He also represents employers in enforcing their agreements with former employees, and also represents employees in disputes against former employers.

Certificate Of Need & Health Care Litigation
Rich represents health care providers in litigation involving Certificate of Need applications and has represented providers with requests to develop new healthcare facilities or provide new equipment or services.
